Department:W. & E. Supt. is recommending Carmelo Scicluna for the situation of "Boy" at 10d a day having been working at the Central Station without any compensation for the preious 16 days. He is requesting that a decision is reached quickly because this delay might interfere with Scicluna's means of support. This delay is causing difficulties in finding candidates under the condition of non-payment until approval so authority was being sought to pay future workmen prior to authorization.
